Guidance on Executive Order Creating Schedule G in the Excepted Service

The Office of Personnel Management (OPM) issued guidance on Executive Order 14,317, which had created a new excepted service schedule, Schedule G, for political appointees in "policy-making or policy-advocating" positions. OPM's guidance distinguished Schedule G from Schedule C, which is also for political appointees, by explaining that Schedule G is for positions of a "policy-making or policy-advocating character" while Schedule C is for positions of a "confidential or policy-determining character." The guidance does not further define those terms or explain how they differ. The guidance stated that use of the Schedule G appointing authority is available to all agencies but requires coordination with OPM’s White House Liaison.
