EO 14,215: Ensuring Accountability for All Agencies
In this Executive Order (EO), President Trump asserted extensive control over independent regulatory agencies. The EO's assertion of presidential control is in tension with the longstanding legal understanding that Congress could constitutionally limit a president's power to control certain independent agencies. However, the EO asserted that such control was necessary in order to ensure accountability. The president further instructed that "all executive departments and agencies, including so-called independent agencies, shall submit for review all proposed and final significant regulatory actions to the Office of Information and Regulatory Affairs (OIRA) within the Executive Office of the President before publication in the Federal Register."
