PB 25-06: Recruitment, Relocation, & Retention Incentives for the U.S. Park Police

This Personnel Bulletin outlines the Department of the Interior's policy for paying recruitment, relocation, and retention incentives to the United States Park Police (USPP). The bulletin ties the incentives to a stated critical need to recruit and retain USPP officers in support of Executive Order 14333 ("Declaring a Crime Emergency in the District of Columbia") and Executive Order 14339 ("Additional Measures to Address the Crime Emergency in the District of Columbia"). Notably, OPM waived the standard 10 percent cap on group retention incentives for the USPP, allowing group retention incentives up to 25 percent of an officer's annual rate of basic pay, with all recruitment and relocation incentives capped at 25 percent of annual basic pay per year of the service agreement. The Bulletin also sets the Deputy Chief Human Capital Officer as the approving official, details documentation, service-agreement, annual-review, and termination requirements, suspends the usual requirement to advertise incentives in job announcements, and reminds USPP leadership to meet applicable labor-management obligations.
