Exclusion of Schedule C & G General Schedule Positions from Performance Appraisal

On April 28, 2026, the Office of Personnel Management (OPM) issued a memorandum excepted service employees in Schedule C or Schedule G from the statutory requirement for issuing annual performance appraisals. The applicable statute, 5 U.S.C. 4301(2)(G), authorized OPM to exclude excepted service positions from the requirement. Both Schedules are for political appointees. OPM's memorandum excluded these categories of federal employment for political appointees from the requirement to have their performance evaluated. As a result, agencies need not establish performance standards, conduct progress reviews, or issue annual ratings of record for them.
