Guidance on Revocation of Executive Order 14,003

This Office of Personnel Management memo notes that Executive Order (EO) 14,171, which created Schedule Policy/Career, also rescinded a Biden-Era EO (14,003) that had in turn rescinded policies from the first Trump Administration. This memo provides that, given the rescission of that Biden-era EO, "agencies should return to the policies of the first Trump Administration on discipline and unacceptable performance . . . as soon as practicable." The memo focuses specifically on performance and discipline policies that are contained in collective bargaining agreements and seeks data on the same.
