Agency Return to Office Implementation Plans

Following the January 20, 2025 presidential memorandum titled "Return to In-Person Work," the Office of Management and Budget (OMB) and the Office of Personnel Management (OPM) issued guidance on reducing telework and mandating return to in-person work in federal offices. This memo required that agencies submit Implementation Plans to OMB and OPM describing the process and timeline of returning the federal workforce to in-person work, including describing how agencies would decide on which employees to exempt and how collective bargaining agreements would be modified if necessary.
