Guidance on Agency RIF & Reorganization Plans Requested by Implementing The President’s “Department of Government Efficiency” Workforce Optimization Initiative

The Office of Management and Budget (OMB) and the Office of Personnel Management (OPM) jointly issued a memorandum directing agencies to submit plans for reduction in force (RIF) actions and agency reorganization, which the memo called "Agency RIF and Reorganization Plans ('ARRP')." The memorandum indicated that the plans were to be submitted to OMB and OPM “for review and approval.” It provided requirements for large-scale RIFs across the executive branch. The memo also directed that "[i]n their HARPs, agencies should employ all available tools" including "[r]enegotiating provisions of collective bargaining agreements (CBAs) that would inhibit enhanced government efficiency and employee accountability." Normally, a finalized CBA can be renegotiated only if it expressly permits either party to reopen the agreement for further negotiation. The memo has been the subject of litigation.
