EO 14,210: Implementing the President's "Department of Government Efficiency" Workforce Optimization Initiative

This Executive Order (EO) covered several topics. First, it directed the Office of Management and Budget (OMB) to develop a plan to reduce the federal workforce, and it directed officials to “promptly undertake preparations to initiate large-scale reductions in force" (RIFs). Second, the EO limited agencies to hiring “no more than one employee for every four employees that depart” after the end of the hiring freeze. Third, it required agencies to develop hiring plans to ensure that “new career appointment hiring decisions shall be made in consultation with the agency's DOGE Team Lead, consistent with applicable law.” Fourth, the EO directed the Office of Personnel Management to issue new regulations establishing four new grounds for finding individuals unsuitable for federal employment. Lastly, the EO addressed "Developing Agency Reorganization Plans," ordering agencies within 30 days to submit to OMB a "report" identifying "any statutes that establish the agency, or subcomponents of the agency, as statutorily required entities" and discussing "whether the agency or any of its subcomponents should be eliminated or consolidated."
