EO 14,180: Council to Assess the Federal Emergency Management Agency

Executive Order 14,180 established a council to evaluate the Federal Emergency Management Agency's (FEMA) future and any changes needed. The stated reason for the establishment of the Council was "political bias" at FEMA, and the Order cites to a handful of statements from observers as facts establishing such bias. The FEMA Review Council was established as a presidential advisory commission under the Federal Advisory Committee Act (FACA). It will be co-chaired by the Secretaries of Homeland Security and Defense, and can include up to 20 members in total. The Review Council is tasked with producing a comprehensive report covering FEMA's disaster response record, comparisons with state and local responses, and analysis of potential structural reforms, including whether functions should be shifted back to the states.
