3 FAM 2580: Reduction-In-Force-Foreign Service

The Department of State amended its reduction in force (RIF) regulations for Foreign Service officers, primarily by changing how competitive areas are defined. The reduced size of many competitive areas could make it easier to target specific staffs for elimination through RIFs. The amended regulations also limit the availability of grievances for a RIF.
