3 FAM 1110: Personnel Administration Authority, Regulations, & Procedures
The Department of State issued a new policy pertaining to its personnel procedures. The policy highlights the State Department's "Commitment to Excellence" and indicates that its performance standards will "reward and promote those who exceed expectations" while also separating or removing "those who do not meet the high standards.“ The policy also includes a section on "Truthful Reporting" which requires employees to report unlawful behavior or misconduct of others and warns that “failing to report or failing to inquire in a truthful manner may warrant disciplinary action, up to and including separation….” It also prohibits employees from "falsely alleg[ing] misconduct, knowingly or in bad faith” or “falsely record[ing] fact findings about misconduct.”
