3 FAM 2344: Form SF-52, Request for Personnel Action

On Nov. 25, 2025, the Department of State revised its policy on requesting personnel actions. The revised policy no longer permits bureaus to approve and process Form SF-52 for career Senior Executive Service (SES) employees. The SF-52 is a form that ordinarily begins the process associated with taking a personnel action, such as hiring, promoting, or reassigning an employee. Instead, bureaus wanting to take a personnel action regarding a career SES member "must obtain explicit approval from the Bureau of Personnel and Training’s Office of Civil Service Talent Management (PERT/CSTM) before proceeding with any personnel actions (PERT-CSTM-ERPM@state.gov)."
