Updated Guidance on Establishing Agency Talent Teams

This guidance updates and expands the Office of Personnel Management's (OPM) earlier direction on establishing agency Talent Teams, which are internal groups responsible for driving the implementation of this administration's Merit Hiring Plan by doing hiring for their agency. The document specifies required team member roles including: HR specialists with delegated examining certification, industrial-organizational psychologists for assessment development, HR policy experts, data analysts, project managers, early career talent points of contact (POC), student programs coordinators, an AI Workforce POC, a STEM Recruitment POC, a veterans' programs POC, and a primary Talent Team lead. Of these, two of the roles are mandatory: Talent Pool Managers and Shared Certificate Coordinators, both of whom must hold active Delegated Examining certification and be proficient with the USAJOBS Agency Talent Portal. Small agencies will be grouped together in consultation with OPM for their Talent Teams.
