Federal Workforce Competency Initiative Survey

In April 2026, the Office of Personnel Management (OPM) issued a memorandum announcing its plan to conduct a survey of selected federal employees and supervisors regarding the nature of various aspects of their positions and the skills required to perform the duties of those positions competently. OPM described the purpose of the data collection as helping with "a wide variety of human capital activities, including job design, recruitment, hiring, performance management, training, and career development." OPM did not provide for the surveys to be completed anonymously, but it said it would it would not release individually identifiable data.
