Further Agency Reporting to OPM on Taxpayer-Funded Collective Bargaining Expenses
This Office of Personnel Management (OPM) memorandum followed a previous memorandum requiring agencies to report on expenses associated with collective bargaining and required that agencies provide additional information on the topic. The memorandum asserts that, during the Biden Administration, "federal agencies spent millions bargaining sweetheart collective-bargaining agreements (CBAs) that imposed significant costs on the American taxpayer while impeding effective and efficient agency operations." The additional information OPM sought included expenses like expert fees, mediator or arbitrator expenses, administrative support and supplies to support negotiation, the fair market value of agency office space used by labor unions, and other similar information.
