Inspector General Finds GSA Challenges with Reorganization Efforts & Personnel Reductions

In October 2025, the Office of Inspector General for the General Services Administration (GSA) issued its annual assessment of GSA’s management and performance challenges for Fiscal Year 2026. The Inspector General found that GSA faced a “multitude of challenges,” including ongoing reorganization efforts and significant personnel reductions. The office observed that GSA “undertook widespread staffing reductions before it had effective reorganization plans in place” resulting in ongoing problems with project management, including management of construction projects and lease portfolios.
