GSA Offered Reinstatement to Hundreds of Employees

In September 2025, hundreds of employees at the General Services Administration (GSA) received recall notices offering them reinstatement. According to an internal memo obtained by the Associated Press, employees who accepted the offer of reinstatement would return to duty on October 6, 2025; those who declined were told they would forfeit severance and other benefits associated with involuntary separation. The recall notice was sent to employees who previously accepted deferred resignation or early retirement offers from GSA, as well as employees previously terminated as part of the Department of Government Efficiency’s downsizing efforts. Former employees at GSA stated that the agency was left "understaffed" following downsizing and "didn’t have the people they needed to carry out basic functions."
