New Government-wide Supervisory Training

The Office of Personnel Management (OPM) released new supervisory training and announced that all federal supervisors below the level of the Senior Executive Service must complete the training by February 9, 2025. Thereafter, all new supervisors would be required to complete the training within one year of appointment. The training requirement was first established in OPM's June 17, 2025, memorandum titled "Performance Management for Federal Employees." OPM's new training emphasized that reasons for taking disciplinary action against employees included "[u]ndermining or intentionally delaying leadership priorities." The training also emphasized that, in the event of poor performance, supervisors could remove an employee for misconduct under 5 U.S.C. chapter 75 instead of taking an action for poor performance under 5 U.S.C. chapter 43, and it highlighted the differences between the two approaches.
