Additional Implementing Guidance for Schedule P/C Final Rule

The Office of Personnel Management (OPM) issued a follow-up to its initial guidance to agencies on implementing its final Schedule Policy/Career (P/C) regulation. The follow-up guidance included six new appendices with document for use by agencies, which together make a sort of "toolkit" for operationalizing the Schedule P/C rollout at agencies. The attachments to the guidance include:

1.  Appendix 1: Template: Agency Compensation Policies under Schedule Policy/Career (covering student loan repayment and recruitment, relocation, and retention incentives — both generally prohibited for new Schedule P/C employees)
2. Appendix 2: Template: Agency Policies on Hiring Schedule Policy/Career Employees
3. Appendix 3: Template: Agencies Policies on Performance-Based and Adverse Actions for Schedule Policy/Career Employees
4. Appendix 4: Template: Administrative Grievance Process for Schedule Policy/Career
5. Appendix 5: Quick Reference Guides for Human Resources, Managers, and Employees
6. Appendix 6: Briefing Decks for Leaders, Managers and Supervisors, Employees, and Human Resources Professionals
