EO 14,410: Implementing Schedule Policy/Career in the Excepted Service

On June 3, 2026, Trump issued Executive Order 14,410, which purported to move positions into Schedule Policy/Career. The order listed positions by position description number and agency, and a White House fact sheet claimed that roughly 8,000 positions were affected. Trump created Schedule Policy/Career as a new category of federal employee in early 2025; employees moved into the new category would be stripped of their primary civil service protections. The Office of Personnel Management proposed regulations in 2025, and it issued final regulations in February 2026. The administration did not purport to move any positions into the new category until Trump issued his executive order in June 2026.
