Submission for Reinstatement of Forms Used for Program Services Evaluation & Leadership Assessment Surveys
The Office of Personnel Management (OPM) published notice of its work with the Office of Management and Budget (OMB), which oversees the government's information collection activities, to obtain the reinstatement of forms OPM used during the first Trump administration to collect "information on Federal agency and program performance, climate, employee attitudes and leadership effectiveness, and to give OPM the ability to customize each Program Services Evaluation survey based on customer requirements." The request was made in February 2026 after OPM cancelled the statutorily-required Federal Employee Viewpoint Survey (FEVS) for 2025. Unlike FEVS, which is administered across government each year, these forms would be used by OPM only at the request of individual agencies seeking OPM's assessment of their programs. OPM would have the ability to "customize" its assessment methodologies and the use of these forms, including determinations as to the survey population.
