Congressional Notification Transmittal Letter Re Realignment of Certain USAID Functions

The Department of State followed up on an earlier announcement of its intent to reorganize its foreign assistance programs by releasing a 12-page initial reorganization plan that included reassignment of certain U.S. Agency for International Development (USAID) functions to other branches of State and elimination of the remaining USAID functions. As part of this reorganization, almost all USAID personnel would be separated from federal service through a reduction-in-force (RIF). A longer, more detailed plan followed later in May 2025.
