Modernizing HR Services by Establishing the OPM HR Shared Service Center

This memorandum, addressed to department and agency heads, announces the launch of the Office of Personnel Management (OPM) HR Shared Service Center — a centralized hub through which agencies may contract with OPM, on a voluntary fee-for-service basis, for a comprehensive suite of HR operations and strategy services. The listed functions included, among other things, Employee Relations, and Personnel Vetting, and performance management. The initiative is part of the broader Federal HR 2.0 effort announced jointly by OPM and OMB in December 2025, which aims to consolidate over 100 agency HR systems into a single government-wide Core Human Capital Management platform.
