Creating “Federal HR 2.0” by Consolidating Core Human Capital Management Across the Federal Government

Office of Management and Budget (OMB) Director Russell Vought and Office of Personnel Management (OPM) Director Scott Kupor issued a memorandum announcing the consolidation of human resources services IT platforms "with the goal of government-wide adoption by FY 2028." The new system will handle all "personnel action processing, employee system of record, position management, employee and manager self-service, analytics and dashboards, time and attendance, and learning" functions. The system will be developed by an as-yet to be selected contractor and housed at OPM. Through this new centralized platform, OPM will centralize more direct insight into agency personnel operations and personal information of employees.
