Current OPM Cross-Government Hiring Actions

The Office of Personnel Management (OPM) issued a memorandum indicating that it had prescreened  3,529 qualified candidates for competitive service positions who were eligible for hiring by agencies under the Merit Hiring Plan that OPM issued in May 2025. Under the Merit Hiring Plan, OPM created a pool of individuals who could be placed into positions by agencies using a shared "certificate of eligibles" for hiring into positions as vacancies arose. This meant that agencies would not have to open vacancy announcements for those positions and conduct a competitive hiring process because they could rely on the pool of candidates OPM had pre-screened. OPM's memo directed agencies to consider these OPM-approved applicants before issuing vacancy announcements for positions.
