Guidance on Executive Order Implementing Schedule Policy/Career in the Excepted Service

In June 2026, the Office of Personnel Management (OPM) issued a guidance memorandum to agencies on implementing Executive Order 14,410, which purported to move positions into the category of employment dubbed Schedule Policy/Career. The memorandum directed agencies to issue a Notification of Personnel Action (SF-50) to each affected employee, but the OPM memo treated the issuance of that notice as merely recording the employee's move into Schedule Policy/Career. OPM treated the Executive Order as effecting their movement to this new category of employment: "Employees encumbering any such positions become Schedule Policy/Career employees as of the date of the EO."
