HHS Takes Steps to Disband Administration for Community Living

The Department of Health and Human Services (HHS) proposed the disbandment of the Administration for Community Living (ACL) which supports older adults with disabilities. As part of HHS’s restructuring efforts, HHS suggested that the critical programs within ACL would be split across the Administration for Children and Families, Assistant Secretary for Planning and Evaluation, and Centers for Medicare and Medicaid Services. HHS took steps to close several of ACL’s regional offices, terminated nearly half of the agency’s workforce, and fired ACL’s Regional Administrators.  Congress declined to adopt the reorganization and, as of July 2026, ACL remains a standalone agency operating at roughly half its former staffing. The administration's FY2027 budget request renewed the proposal to dissolve ACL into a renamed Administration for Children, Families, and Communities, which House appropriators have so far not embraced.
