Employee Declaration re Termination of Collective Bargaining at TSA
The union American Federation of Government Employees (AFGE) filed litigation challenging DHS' termination of collective bargaining rights for Transportation Security Officers (TSOs). This declaration was filed by the government in support of that case. It is authored by Anthony Vincenzo, a branch manager in a human resources office of the Transportation Security Administration (TSA) overseeing employee grievance processing, and it describes how TSA implemented DHS' directive to terminate pending union grievances. Vincenzo explains that there were about 200 union grievances open when DHS terminated the collective bargaining agreement with AFGE, that TSA created an alternative procedure for employees to submit grievances, and that 33 of the employees who had open grievances had re-filed under these new procedures.
