EO 14,251: Exclusions From Federal Labor-Management Relations Programs

This Executive Order (EO) purported to exclude certain agencies (wholly or partly) from collective bargaining under the Federal Service Labor-Management Relations Statute and the Foreign Service Labor-Management Relations Statute. It did so by finding that certain named agencies had, as a "primary function intelligence, counterintelligence, investigative, or national security work" and then determining that collective bargaining provisions of law could not be applied to those agencies "in a manner consistent with national security requirements and considerations." The EO had the effect of removing collective bargaining rights from large swaths of the civil and foreign services.
