EO 14,343: Further Exclusions from the Federal Labor-Management Relations Program

This Executive Order 14,343 (EO) was a follow up to an earlier EO (EO 14,251) that had excluded a number of federal agencies from collective bargaining, under a narrow national security exception at 5 U.S.C. § 7103(b). EO 14,343 excluded additional agencies from collective bargaining, including the National Aeronautics and Space Administration (NASA), the National Oceanic and Atmospheric Administration (NOAA), the International Trade Administration and Patent Trademark Office within the Department of Commerce, the Bureau of Reclamation within the Department of the Interior, and the U.S. Agency for Global Media.
