Cybersecurity & Infrastructure Security Agency RIFs Proceed in October 2025

Employees in the Cybersecurity and Infrastructure Security Agency (CISA), the federal government's primary civilian cyber defense agency and a component of the Department of Homeland Security (DHS), received Reduction in Force (RIF) notices in October 2025. Employees were cut in the Stakeholder Engagement, Infrastructure Security, and Integrated Operations divisions. Though many of the RIF notices issued during the government shutdown that started on October 1, 2025 were enjoined by a court during litigation, it appears the CISA RIFs went forward, as CISA claimed it was not covered by that injunction. DHS stated the reductions were intended to refocus CISA "back on mission."
