Federal Civilian Hiring Freeze Guidance

This memo was jointly issued by the Office of Management and Budget (OMB) and the Office of Personnel Management (OPM). It provides further guidance on the hiring freeze announced in the January 20, 2025 presidential memorandum. The memo lists existing exemptions and describes the process for agencies to request further exemptions from OPM. It also created a monthly reporting requirement, whereby agencies must report certain personnel changes to OPM.
