EO 14,238: Continuing the Reduction of the Federal Bureaucracy

Executive Order 14,238 directed the elimination of "the non-statutory components and functions" of several small federal agencies and entities "to the maximum extent consistent with applicable law," adding that their staffs should be reduced "to the minimum presence and function required by law. The affected agencies are: (i) the Federal Mediation and Conciliation Service; (ii) the United States Agency for Global Media; (iii) the Woodrow Wilson International Center for Scholars in the Smithsonian Institution; (iv) the Institute of Museum and Library Services; (v) the United States Interagency Council on Homelessness; (vi) the Community Development Financial Institutions Fund; and (vii) the Minority Business Development Agency. The Memo also states that the Office of Management and Budget should generally reject funding requests from those agencies that are inconsistent with this Executive Order.
