On March 27, 2026, President Trump excluded several agencies, including the U.S. Citizenship and Immigration Services (USCIS), Immigration and Customs Enforcement (ICE), and the Cybersecurity and Infrastructure Security Agency (CISA), from federal collective bargaining obligations. The order aimed to end union representation at the agencies.
