Department of Defense Cancels Union Contracts

This memorandum directed the termination of all collective bargaining agreements between the Department of Defense and federal employee unions within 24 hours of its signing. The directive cited Executive Order 14,251, "Exclusions from Federal Labor-Management Relations Programs," signed by President Trump in April 2025, which invoked a national security provision of the 1978 Civil Service Reform Act to strip collective bargaining rights from a large portion of the federal workforce. The memo recognized limited exceptions, including employing offices of police officers, security guards, and firefighters and employees protected by court orders due to existing litigation.
