Guidance Regarding Deferred Resignation Program

The Office of Personnel Management (OPM) issued this memorandum to provide guidance to agencies on the deferred resignation offer, which allowed federal employees to announce a resignation date of September 30, 2025, and in return receive about nine months of paid leave. OPM's memo advised agencies that "[e]mployees who accept deferred resignation should promptly have their duties re-assigned or eliminated," and it established reporting requirements for agencies to notify OPM of the numbers of employees who accepted the offer. An appendix attached to OPM's memo provided Chief Human Capital Officers with a set of Frequently Asked Questions and answers to disseminate to employees.
