Guidance on Revocation of Executive Order 14,119

The Office of Personnel Management (OPM) issued this memorandum to address President Trump's order to terminate, through Executive Order 14,236, labor-management committees and the "pre-decisional" involvement of unions in management decisions that affect collective bargaining units. The memo requires agencies to take steps to identify collective bargaining agreements or policies that require usage of such labor-management committees and report to OPM the agency's timeline for abolishing those committees.
